The Texas Comptroller of Public Accounts open dataset of active franchise tax permit holders gives its taxpayer number as 32053311828, its Texas Secretary of State file number as 0801941989, its charter date as February 26, 2014, and its status and right to transact business as active (code A); an industry-code field on the record reads 238912. The record gives no officers, managers or registered agent.[^1]

### Mile High Ordnance and T & M Aviation

The same dataset lists Mile High Ordnance, LLC, taxpayer number 32083235625, Secretary of State file number 0804452481, chartered February 14, 2022, status active, with the same Sierra Blanca mailing address as Mile High Resources, LLC. A query of the dataset for that mailing address in Sierra Blanca returns these two entities and no others.[^1] Mile High Ordnance, LLC holds a Federal Firearms Licence of type 10 (defined on the ATF application form as manufacturer of destructive devices, ammunition for destructive devices or armor piercing ammunition) at 201 Four Section Road, Sierra Blanca, on the Bureau of Alcohol, Tobacco, Firearms and Explosives list for September 2026.[^2]

The dataset also lists T & M Aviation, Inc., chartered January 17, 2013 with a taxpayer address of 2000 Skunk Canyon Road, Sierra Blanca, status active; that is the street address the Federal Communications Commission filings below give for the Mile High Resources Range. The record gives no officers.[^1]

The Hudspeth Central Appraisal District roll carries an 838-acre parcel at 2000 Skunk Canyon, in Section 5 of the Public School Land survey, owned by private individuals, about 7.5 miles from the town of Sierra Blanca. Four other appraisal accounts of about 2,600 acres in total, owned by private individuals, carry on the March 2026 roll the mailing address that the two Mile High limited liability companies give in the Comptroller dataset. Plotted against the national defense airspace polygon of Federal Aviation Administration notice 5/3497 (November 2025), the parcel lies inside it.[^3]

### Federal firearms licence

The Bureau of Alcohol, Tobacco, Firearms and Explosives Listing of Federal Firearms Licensees for Texas, September 2026 (list 0926), carries one row for Mile High Ordnance, LLC: region 5, district 74, county code 229 (Hudspeth), licence type 10, expiration code 7C, premises "201 FOUR SECTION ROAD," Sierra Blanca, Texas 79851, with a mailing address at a Sierra Blanca post office box different from the one the Comptroller gives for the company, and a voice telephone number identical to the one on the operator's website. The FAA aircraft registry record for the Hughes 369HS helicopter N3051Q (certificate issued May 1, 2017), registered to Charlie Helicopter Company, LLC, gives the same post office box as the ATF mailing address; the Comptroller dataset gives one box to both Mile High Resources, LLC and Mile High Ordnance, LLC, and a second box to both Charlie Helicopter Company, LLC and Walker's Flying W Ranch, LLC. The FCC entity record of licence WRBZ759 of [Walker's Flying W Ranch](/organizations/walkers-flying-w-ranch/), LLC (granted August 3, 2018) gives the box that the Comptroller gives for Mile High Resources, LLC and a milehighresources.com e-mail address. The ATF list carries no licence for Mile High Resources, LLC or Walker's Flying W Ranch, LLC, and no other licensee at Sierra Blanca (79851) or Fort Hancock (79839). The list carries no column for special occupational tax status.[^2][^4][^5]

The Bureau of Alcohol, Tobacco, Firearms and Explosives list identifies the licence only by the code "10." The ATF application form defines type 10 as "Manufacturer of Destructive Devices, Ammunition for Destructive Devices, or Armor Piercing Ammunition."[^6] Title 27 CFR 478.41(b) provides for a licence "as an importer or manufacturer of destructive devices, ammunition for destructive devices or armor piercing ammunition."[^2]

Dates in sequence: the website capture of February 3, 2022 offers "munitions testing" and "weapons"; the Comptroller charter date of Mile High Ordnance, LLC is February 14, 2022; the September 2026 list shows the premises at "201 Four Section Road."

### Use as a test range

A Raytheon release datelined Tucson, October 12, 2015, reports that the company fired two Pike 40 mm precision-guided munitions from a standard tube grenade launcher "during flight tests at Mile High Resources in Texas," that both rounds landed within the target impact area, and that they flew more than 2,300 yards.[^7] A trade copy of the release is dated October 13, 2015.[^8]

The Federal Communications Commission experimental licensing records for Sierra Blanca list two Raytheon applications that name the site. File 1976-EX-ST-2025 (call sign WA9XGO) seeks authority for "a radio that is used in the development and testing of the Next Generation Short Range Interceptor (NGSRI)," states that "Raytheon needs to complete DOW testing with Army customer by the end of the year (2025)," requests 2200-2290 MHz, and limits the area of operations to the "Mile High Resources Range, 2000 Skunk Canyon Rd., Sierra Blanca, TX, 79851." File 0306-EX-ST-2026 (WA9XYW, received February 10, 2026) describes "DOW follow up testing with Army customer," requests 2272 MHz and flight levels up to 5,500 feet above ground level, and names the same range.[^9]

Earlier Raytheon experimental filings with a Sierra Blanca transmitter location are WK9XXY (0313-EX-ST-2017, 434-436 MHz rocket telemetry, "3 days of launches scheduled") and WI2XYN (0461-EX-CN-2017, with renewals through 0387-EX-CR-2022). Other licensees with Sierra Blanca locations since 2011 are SRC, Inc., Lockheed Martin, Bell Textron, Electronic Warfare Associates, [Dynetics](/organizations/dynetics/), RADA Technologies, Numerica Corporation and Boots Consulting LLC; the filings are listed on Sierra Blanca, Texas.[^9]

### The operator's website

The company's website, milehighresources.com, carries the title "Mile High Resources, LLC." Its meta description reads "MHR, LLC is a provider of premier venues, primarily to the U.S. Military OEM's, for testing and training on new products and upgrades to old products..." In the copy captured by the Internet Archive on May 12, 2026 (and in copies from March 27, 2023 onward) the header reads "PRIVATE VENUE / TESTING AND TRAINING / MILITARY AND OEM / EXCLUSIVE." Under the heading "Weapons and Delivery Systems Testing" it states "MHR Four Section Range Complex is secluded and exclusive for each client." The "About" text reads "Mile High Resources, LLC was founded out a need for OEM's to test articles of national defense before bringing them to the market. MHR operates an airfield and testing range in west Texas that now serves this exact purpose," and adds "We also provide on-site lodging and meal catering." Under "Aerial Wildlife Management" it states "MHR is provides aerial depredation services for local ranches for herd management reasons. MHR does not provide aerial hunts to the public." The "Projects" list names ATK, MD Helicopters, Inc. (Armed 530F), IOMAX, USA (Archangel) and TZW. The contact block gives a Sierra Blanca post office box, the one the Comptroller dataset gives for the company, and, in the copies of January 23, 2025 and later, "2000 Skunk Canyon Rd."; the copies of February 2022 through April 2024 give "2500 Sunrise" as the street line.[^10]

The capture of February 3, 2022 differs. Its banner reads "PRIVATE VENUE FOR MUNITIONS TESTING AND TRAINING," "...AND OTHER STUFF!" and "DONE RIGHT." Under "Weapons and Delivery Systems Testing" it reads "Come test at MHR, for a secluded and private venue. We will provide all of the extra requirements such as RSO's, targetry, refreshments, meals, range vehicles, etc." Under "Aerial Depredation Hunting" it reads "MHR has over 400,000 acres of landowner authorization in Hudspeth County, TX. We offer hunts by the hour and day with onsite lodging and weapons. Ask about our barbary sheep hunts." Under "Training" it reads "We work with Former US Military operators, pilots, and weapons professionals. With over 150,000 acres of middle eastern-esque geography, scenario based training can become very realistic." The copy of March 27, 2023 has "MHR Four Section Range Complex" in place of the first passage, "some of the most specialized training providers in the world" in place of the second, and the hunting and acreage text is replaced by the statement that no aerial hunts are offered to the public. The Texas Comptroller records Mile High Ordnance, LLC as chartered February 14, 2022, eleven days after the capture of February 3, 2022.[^10][^11]

The Federal Aviation Administration National Airspace System Resources airport data (base file, effective date October 1, 2026) lists four facilities in Hudspeth County: Dell City Municipal (2E5), a heliport at Dell City (4TE5), and Big Tank Ranch (76TE) and Flying Eagle Ranch (65TX), both at Salt Flat. The nearest facility in the data to the centroid of the parcel at 2000 Skunk Canyon is Big Tank Ranch, about 32 miles away; the data lists no airport or heliport at Sierra Blanca.[^12]

### RADA Technologies Filings and Raytheon Telemetry Site

Two Federal Communications Commission experimental filings by RADA Technologies, LLC use the name "Mile High" in 2023. File 0384-EX-ST-2023 (call sign WV9XAV), received February 20, 2023, gives the reason "Short term requirement from customer that exceeds conventional timeline," the purpose "for RADA to use radars in demos/tests for threat protection at Mile High," a requested period of February 20 to August 20, 2023, the band 3300 to 3400 MHz and a Sierra Blanca site at 31 15 06 N, 105 19 35 W. File 1443-EX-ST-2023 (WV9XWE), received July 14, 2023, gives the reason "To meet August 3rd deadline requested by customer (BAE)," the purpose "Test of our product line at Mile High Range in Texas," a requested period of August 1, 2023 to January 1, 2024, bands including 3300 to 3500 MHz, 9201 to 9375.5 MHz and 9444.5 to 9956.5 MHz, and a site at 31 16 11 N, 105 24 34 W.[^13]

Raytheon files 1976-EX-ST-2025 (WA9XGO, received November 19, 2025, telemetry flight testing for the Next Generation Short Range Interceptor, December 5 to 31, 2025) and 0306-EX-ST-2026 (WA9XYW, received February 10, 2026, February 24 to August 24, 2026) both give the site 31 16 18 N, 105 24 46 W. The RADA WV9XWE site and the Raytheon site are 7 arc-seconds of latitude and 12 arc-seconds of longitude apart, about 0.4 kilometers. One narrative in the Raytheon filings reads "Testing will take place on a non-DoD range near Sierra Blanca, TX," and the area of operations is given as the Mile High Resources Range.[^14]

The Boots Consulting LLC filing 0231-EX-ST-2025 (WY9XUK, received February 6, 2025) requests one RADA-built RPS-42 radar on 3300 to 3400 MHz at three Sierra Blanca sites (31 16 14 N, 105 23 25 W; 31 15 04 N, 105 26 10 W; 31 14 01 N, 105 32 51 W) for March 6 to September 6, 2025; the first of these is about 2 kilometers from the RADA and Raytheon coordinates above.[^15]
