Francis J. McNeil is an American diplomat who was ambassador to Costa Rica from 1980 to 1983 and later a senior State Department intelligence official.

Diplomatic career

The State Department's Office of the Historian lists McNeil as a career Foreign Service officer appointed ambassador to Costa Rica on June 30, 1980, with credentials presented July 8, 1980, who left post on June 27, 1983.1 A resume circulated by Counter Terrorism Consultants, Inc. in June 1990 states that he served three times as deputy assistant secretary of state, for Inter-American affairs and for East Asian affairs, and from 1984 as senior deputy for intelligence and research; that he was acting deputy United States representative to the Organization of American States and political counselor at the United States embassy in Madrid; that he is a veteran of lengthy assignments in Japan and fluent in Spanish and Japanese; and that the State Department's personnel files described him in 1983 as the nation's best ambassador in Latin America. It lists the Distinguished Honor Award, the Christian Herter Award of the American Foreign Service Association and presidential awards for executive distinction, and states that he has written for The New York Times, The Washington Post and The San Francisco Examiner and is the author of War and Peace in Central America. A handwritten note in the margin of the page reads "State Dept."2

A review of War and Peace in Central America in Foreign Affairs (March 1989) states that the author resigned from the State Department in February 1987 after a series of clashes with Assistant Secretary of State Elliott Abrams.3
