Garrison Rapmund was a Major General and the Assistant Surgeon General of the [U.S. Army](/organizations/us-army/). In July 1984, after [Albert Stubblebine](/people/albert-stubblebine/) was forced into early retirement and the [Remote Viewing](/concepts/remote-viewing/) program was up for grabs, Rapmund engaged in discussions to move the program under his command within the Army Medical Research and Development Command at [Fort Detrick](/places/fort-detrick/), Maryland[^1].

His intention was to emphasize testing the physiology of the viewers. However, after several rounds of negotiations, the Office of the Surgeon General ultimately declined to take over the program[^1].

On August 27, 1981, "at DIA, Pomponio Plaza," Rapmund, then "BG(P), CDR, USAMRDC, Ft Detrick," met [Jack Vorona](/people/jack-vorona/) "to discuss the issue of human use and the need for a DoD research and development effort in the GRILL FLAME area"; he "stated that as long as the Perry letter... remained as DoD policy, R&D funds could not be spent in the field of parapsychology. However, in his opinion there was a need to begin a serious effort in this field." Vorona told the Center Lane office on August 31, 1984, that he and "MG Rapmund of the Army Medical R&D Command" had signed a memorandum of understanding under which Rapmund "will provide one million dollars during FY85, two million during FY86, and four million during FY87."[^900]
