Lincoln D. Faurer was a Lieutenant General and the Director of the [NSA](/organizations/nsa/) (NSA). In the spring of 1982, he was given a briefing on the [U.S. Army](/organizations/us-army/)'s [Remote Viewing](/concepts/remote-viewing/) program, and he saw [extrasensory perception](/concepts/extrasensory-perception/) as a form of signals intelligence with potential operational value[^1].

Faurer's interest led him to assign the remote-viewing unit at [Fort Meade](/places/fort-meade/) a dozen new tasks in April 1982. His support was crucial for the program's survival, as it provided the necessary operational requests from the military and intelligence services[^1].

INSCOM's chronology of its remote-viewing project records "LTG Faurer, Director NSA, briefed" on August 5, 1982; General [Albert Stubblebine](/people/albert-stubblebine/) came to INSCOM's own briefing of September 27, 1982, straight from a visit to Faurer and "told us about NSA's position"; and the [Center Lane](/programs/center-lane/) manager noted a "5 December 1983 briefing of Lieutenant General Lincoln D. Faurer, Dir., NSA," which "was a decision briefing for NSA involvement in the field" at which INSCOM's project would not be presented.[^2]
