Norman Antokol is an officer of the [State Department](/organizations/state-department/) who was listed in the department's counterterrorism office in 1984 and 1985, transferred from Barbados to the Foreign Service Institute in 1988, and co-wrote two books with [Mayer Nudell](/people/mayer-nudell/).

### State Department career

The department's telephone directory for January 1984 lists "Norman Antokol" as International Relations Officer for Europe and Africa under the Assistant Coordinator for Security Policies and Programs, with Mayer Nudell listed for Near East and South Asia. The January 1985 directory lists "Antokol; Norman" under the office symbol M/CT.[^1] The department's magazine State reports that Antokol, Nudell, John Coffman and Deven McConnell took part in a hostage negotiation seminar taught by an FBI Academy instructor on November 9 to 11.[^2]

The October 1988 issue of State lists, under transfers, "Antokol, Phillip Norman, Barbados to Foreign Service Institute, Professional Studies." A notice in the same volume on the institute's Political Training Division names Norman Antokol as its deputy coordinator and as co-author of a book titled Emergency Planning and Crisis Management, and reports a talk by Antokol on "Terrorism and the Media" to a class on terrorism in late September.[^3] A 1990 notice in State calls him "Political training deputy director."[^4]

### Writings

He is first author of No One a Neutral: Political Hostage-Taking in the Modern World (Medina, Ohio: Alpha Publications of Ohio, 1990), and second author, after Nudell, of The Handbook for Effective Emergency and Crisis Management (Lexington Books, 1988).[^5] With Nudell he wrote "Negotiating for Life," Security Management 34 (July 1990), pages 57 to 64 and 66.[^6]
