Sue Todd was a police detective in Hercules, [California](/places/california/). According to [Cheri Seymour](/people/cheri-seymour/), Todd accompanied the [RCMP](/organizations/royal-canadian-mounted-police/) investigator [Sean McDade](/people/sean-mcdade/) to meet Seymour in Southern California on February 19, 2000, during [Project Abbreviation](/events/project-abbreviation/); the two had found that they shared a source, and Todd believed that a double homicide she had been investigating for three years was connected to [PROMIS](/programs/promis/). Both carried 9mm service pistols to the meeting. Todd was Seymour's point of contact with McDade when he believed he was under [ECHELON](/programs/echelon/) surveillance, and she later told Seymour that McDade had returned to police work in his hometown.[^1]
